Something remarkable has happened in recent weeks: The bold promises of the major US cloud providers regarding "sovereign cloud" have collapsed – and this was due to statements from the providers themselves. While Microsoft, Amazon, Google, and Salesforce have gone to great lengths to promote their "digital sovereignty initiatives," the reality now presents a completely different picture: Neither the locality of the servers nor bold promises protect your data from access from the USA.
In June 2025, the General Manager of Microsoft France testified under oath before the French Senate that he could not guarantee that data belonging to French citizens – even if hosted in France and under government contract – would be safe from access by foreign authorities. In other words: Even if your data is stored exclusively in Europe, Microsoft cannot rule out the possibility of handing it over to the US upon a court order. Representatives of AWS, Google, and Salesforce expressed similar views: They cannot rule out the possibility of handing over European customer data to US authorities if a court order is in place.
The often-promoted idea that US companies could offer data sovereignty according to European standards has thus been publicly refuted. What was announced as a technical and legal solution turns out to be a PR strategy without substance. This finding is alarming for companies, authorities, and institutions in Germany and Europe.
